States:
INA (initial) - Inactive
ACT - Active
BLO - Blocked
Transitions:
Transition number | Start state | End state | Description |

1 | Start | INA | The client runs Issue Card. |
2 | INA | ACT | The client runs Activate Issued Card Using API. |
3 | ACT | BLO | The client runs Blocking a Card or uses the Client Portal. See Update Card Status. |
4 | BLO | ACT | After card was blocked, the client runs Update Card Status or uses the Client Portal for the same action. |
